HP Helps 20 State Medicaid Programs Achieve On-time Compliance with Key Federal Mandate

PALO ALTO, Calif. -- HP Enterprise Services today announced that HP has helped 20 state Medicaid programs to successfully achieve on-time compliance with the 5010 standards for federal Health Insurance Portability and Accountability Act (HIPAA) transactions.
As a result, claims and payments for more than 1 million doctors, dentists, pharmacists, hospitals and other healthcare providers in those states have been processed without interruption.
The HIPAA mandate is a nationwide upgrade for processing Medicaid, Medicare and commercial claims, as well as other administrative transactions designed to ensure greater consistency in healthcare.
The states that have achieved on-time compliance with HP support are Alabama, Arkansas, Connecticut, Delaware, Florida, Georgia, Indiana, Kansas, Kentucky, Massachusetts, Nevada, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, Tennessee, Vermont and Wisconsin.
“The Oklahoma Health Care Authority met the compliance deadline with no delays or setbacks, ensuring 97 percent of our submitted transactions are passing compliance,” said Brett May, data processing analyst and planning specialist, Oklahoma Health Care Authority. “Working with HP Enterprise Services, we’ve already achieved the same rate of compliance as we did under the previous version of transactions – and we’re still in the early stages.”
On-time compliance protects states from potential penalties issued by the federal agency regulating Medicaid. The Centers for Medicare & Medicaid Services (CMS) has warned states that noncompliance penalties of $100 per claim could be issued, potentially resulting in millions of lost dollars per week per state.
“HIPAA 5010 enables Red Rock to upload and manage thousands of services every week,” said Robert Lacy, manager of Accounts Receivable and Software Systems at Red Rock Behavioral Health Services, located in Oklahoma City. “As the 5010 deadline approached, HP set up a testing process that included the tools we needed to easily and quickly test our files for compliance.”
Compliance with the HIPAA upgrade is the first deadline in the transition to International Classification of Diseases 10th Revision (ICD-10) standards to improve Medicaid billing and coding. HP is committed to ensuring that states and providers are prepared for the ICD-10 deadline, which is currently scheduled for Oct. 1, 2013.
